I'd like to be able to replace an itnernal system that uses Excel files to show who owns / qa's which components.

The easiest way for me to do that would be for bugzilla to offer describecomponents with CSV and XML formats (note that it should allow you to specify more than one product).

rules:
* if one product is specified, don't list that product repeatedly
* if no products are specified and there is more than one product, retrieve them all (with a [csv]column for each product for each component/[xml]level for each product)
* if more than one product is specified, only return the elements for those specified products.

* try to avoid giving errors. If I specify two products and only one is valid, I'd rather just get the valid one and not a stupid error.
