Minimized toolbars lack a way to restore

Details
When you minimize a toolbar, e.g. navigation or personal toolbar, it is just
replaced with a grey line - there is no arrow to click on to restore it.
However, when you open a new browser window, the toolbars are still minimized,
but instead of the blank grey line there is a blue bar for each with an arrow on
the left side. Clicking this arrow restores the toolbar as expected.

Thanks for your bug report. This has been previously reported as
bug 35181 "Using grippie to collapse toolbars completely hides them",
which is planned to be fixed till beta2 (M17).
