Details
-safe-mode is often used to testing purposes. And yet the product can update itself during testing - an undesirable thing.

perhaps a better solution is an to give a choice to reject (and discard) an update when informed an update is available. Right now one has no choice, so a version that I wanted to keep on disk for future testing gets written over.
In addition, perhaps ask if automatic updates should be turned off in that profile.

When I test an old build that I kept around intentionally, I'm not especially likely to use -safe-mode. Wanting to test an old build and wanting to run without extensions are pretty much orthogonal, IMO.
I think this should be wontfixed in favor of fixing bug 335798.
