I found that my downloads.rdf file was 1.6MB, even though I've never used the Download Manager. It turns out that even downloads that show progress dialogs instead of the download manager get logged to downloads.rdf. I think this is especially bad, because someone like me who doesn't use the download manager would never notice thousands of entries in the downloads list, just the slowdown that's commonly reported as a side effect of downloads.rdf bloat. As a solution, I propose that only downloads which occur through the download manager should be listed in the downloads.rdf file.
In bug 132755 the infinite growth is a known issue.
To make it worse, even saving an attachment inside mailnews creates entries in downloads.rdf.
