this is something that was requested by the group I'm working in.

I don't want such customizations to be done outside the Bugzilla product team because IME they won't be done right and will be duplicated badly by multiple organizations.

A list should probably be an AND operation, so if i say that the CalRaisin resolution can be set by: [California, Raisins], then people not in California won't be able to mark CalRaisin, nor will people not in Raisins.
