36452 - Set Copies&Folders to Local Folders if previous server was removed

This is a carryover from bug # 22987...

When a multiple account profile has a server's Copies & Folders settings (Sent,
Drafts, Templates) pointing to another server and that other server gets
deleted, the account manager currently shows "Sent on ???" or "Drafts on ???" or
"Templates on ???" as the selection in the Copies & Folders settings.

It is proposed that in this situation the setting selection be set to point to
Local Folders, since a Local Folders hierarchy should always be present.

1.  Open a profile with multiple accounts.
2.  Set the default account's Copies & Folders settings for Sent, Drafts and
Templates to point to the second mail account server.
3.  (I exited and relaunced here, just to make sure all settings could gel.)
4.  Go to the account manager dialog and delete the second mail account, confirm
OK and exit the account manager dialog. Make sure the account was indeed deleted
from the folder pane.
5.  Go to the account manager and check the Copies & Folders panel for the
first/default mail account.

Actual result:   Selection in dropdown list for Sent is "Sent on ???" and
similarly ??? for Drafts and Templates.

Expected/requested behavior:  Selections in Copies & Folders should be reset to
point to Local Folders when original target server has been deleted.

What happens when the folder is set to ??? is that when you send a message, for 
example,  you'll get an error about copying to the sent folder.

clearing milestone, m17 and m18 are meaningless now.  these need to be triages
along with the rest.
