Actual Results:  
on Standard display, Japanese message is garbage.

source viewer of Fx-trunk/SM-trunk is not garbage.
This seems to be a font issue rather than an encoding issue. Choosing View | Page Style | No Style, or copying and pasting to an input field or another application, makes the Japanese appear correctly.

This turns out to be a known problem with Courier and other bitmap fonts.
