36536 - Personal and Navigation Toolbars do not un-collapse

If the Navigation Toolbar or the Personal Toolbar is collapsed using the widget
on the toolbar's left side, it cannot be restored.  View/Toolbars from the menu
works properly, but cannot restore the toolbar if the widget is used.  At best
the region the toolbar should be located at will be resized (for the Personal
Toolbar).  At worst it is totally gone (for the Navigation Toolbar).

Resolution is to close Mozilla and re-open.  The toolbars will reappear collapsed.

The Taskbar behaves as it should.


Reproducible: Always
Steps to Reproduce:
1. Click collapse widget on Personal Toolbar
2. View -> Toolbars -> Personal Toolbar to restore
3. Repeat for Navigation Toolbar

Actual Results:  Toolbars disapear and cannot be restored.

Expected Results:  Both should behave like taskbar.
