365666 - allow XUL scroll frame to scroll to right of initial position for RTL

This is a followup bug to fix the issues discussed in bug 192767 comment 56 and bug 192767 comment 61.  See the difference between the patches in attachment 212447 [details] [diff] [review] and attachment 212560 [details] [diff] [review].

Steps to reproduce:
 1. load attachment 212448 [details]
 2. note that there are 4 sets of 7 testcases (1 and 6 for each set)

Expected results:  The third set of testcases should should results for each testcases that are the mirror image of the equivalent testcase in the first set.  Likewise for the second and fourth sets.  (I'm not exactly sure what the results should be, though, so I can't say what the relationship between the first and second sets should be.)

Actual results:  All 4 sets of testcases show the same results.  (I think on the 1.8 branch the results are significantly worse, though, with some testcases showing inconsistent state.)

Fixed by bug 508816, and a reftestified version of these testcases checked in in http://hg.mozilla.org/mozilla-central/rev/2609e7fdf1bf
