Toolbars disappear instead of hiding

When I hide the toolbars at the top of the page, they become grey bands instead
of hiding. It's not possible to make them reappear without opening a new browser
window. Going to view/toolbars and switching them off and on again doesn't help.
Clicking on the region where the little triangle button should be also doesn't help.
Reproducible: Always
Steps to Reproduce:
1. Hide any toolbar at the top of screen by clicking on the triangle button thingy
2. Panic
Actual Results: Toolbar became grey and disappeared
Expected Results: Toolbar should have been a thin blue band with a button on
the left
Mine's a bog standard PII with an ATI xpert@work graphics card and the latest
drivers, DirectX7 installed.

Sorry for duping, i searched for "toolbars" "disappear" "hide" and combinations
of, with zarro results.
