We might want to expose a toggle action, or some kind of checkable state or role so that AT can provide an improved user experience WRT discovery of the ability to toggle these things.

Update: cyclers will expose a "cycle" action as default. This will go in via a patch on bug 365866 at which point we can probably close this as a duplicate?
