the WCAP provider's login dialog still offers to save passwords via Password Manager although "signon.rememberSignons" is set to false.

Steps to reproduce (STR):

 - configure Thunderbird to not store passwords via pref 
  "signon.rememberSignons"  "false" 
 - delete saved passwords in Thunderbird's password manager
 - restart Thunderbird/Lightning

Actual Result:

 WCAP's login dialog still offers to save the password

Expected Result:

 WCAP's login dialog consequently shouldn't offer to save the password

Reproducible: Always


Note: anyway the password is NOT stored; so no problem here; however the presence of the checkbox and offering to save a password is misleading.

I checked this in the latest nightly (2007061916) at windows, linux and solaris sparc. Task is fixed.
