If you hide all table cells in a row using CSS, the borders for all rows disappear.

Reproducible: Always

Steps to Reproduce:
1. table with multiple rows
2. hide table cells in one row using CSS
3. notice borders have gone
Actual Results:  
Borders disappear

Expected Results:  
The borders on all rows should remain
