test case of multiple frames

This is a spinoff of bug 83265, which implemented a notification to block META refresh/redirect and control the refresh manually.  This notification is currently page-specific, not frame-specific, but if a page has two frames that both request a META refresh, only the last one is controllable.

I know this is an older bug than bug 424167, but that one is more developed. I hope it is OK to dupe against that one.
