There are rounding problems in either layout/reftests/table-width/percent-truncation-3.html or layout/reftests/table-width/percent-truncation-3-ref.html that cause the layout of the two to vary -- one of the column boundaries ends up a pixel off at some browser window widths.

So this was a bug in the test. The test was written with percentages that add up to 100% and then a little extra space -- a configuration that never fits. This means it sizes to somewhere between the column min widths and the column percent widths (although almost at the latter, since there was only 8px of extra space). The test was testing that the percent widths were the same, but the difference was caused by the min widths not being the same.
Fix for test checked in.
