This is a little related to bug #234800.
According to http://www.w3.org/TR/html401/struct/text.html#h-9.2.2 :
> User agents should render quotation marks in a language-sensitive
> manner (see the lang attribute). Many languages adopt different
> quotation styles for outer and inner (nested) quotations, which
> should be respected by user-agents.
I noticed this while translating a press-release for Mozilla Europe. It doesn't look good to have two different styles of quoting in the same page, and even in the same text (a company name inside <q> is quoted differently than <q> itself).
