371066 - add last change date to bug nnn linkify / mouseover information (status, summary, date)

When "bug nnn" is cited in another bug, knowing the date of last change of bug nnn could frequently eliminate a trip to the bug (and save time) because you are often looking to find something that last changed before (or after) some event in the referring bug. I don't have a specific example right now. Will get one later if needed.

In cases where last date changed does not coincide with a state change in the bug the date can still be helpful.

I actually don't really see how useful this would be...but maybe it would be.

Anyhow, we confirm all enhancements that aren't dups.

date is helpful where you have a list of bugs - bug dependencies for example, and meta bugs being a special case
