37170 - scrollbar arrows relocate themselves during scrolling

Build: recent CVS pull

 If I visit some web pages and scroll down (and up, sometimes), the
vertical scrollbar up/down arrows will repaint ghosts of themselves
in the normal scrollbar body. The URL I hit this on today is
http://rufus.w3.org/linux/RPM/ByDate.html, but that's not too useful
because it's automatically generated; I'll attach the current version
here.

 Reproduction (on this web page) is 100%.
 My browser window is 687 pixels wide by 753 high, with all the
normal toolbars (but no sidebar), since I suspect that these
sizes (and heck, my fonts) will make a difference.

 This doesn't reproduce for me if I view the attachment directly
from here, but does if I wget the source back to me. I will speculate
wildly that it is caused partly by how fast the page loads to the
rendering engine; the original site is quite fast, as is getting the
data off the local disk.

 This does reproduce in the latest nightly build, build ID 2000042512.

 I will attach a PNG snapshot of my browser when the bug manifests (after
the first scroll down, with the top arrow relocated); perhaps seeing the
bug manifest will ring bells for people or help.

Very wierd. Reproduced on linux 2000042513 (rh6.1) [but not on win95].
As a matter of fact, these are not 'ghosts' of the scrollbar up/down arrows; 
the position and src for the 'scrollbarbutton > image' is just not being
done correctly. This is something recently introduced (Eric, any 
possible relation to the view changes? You can see this on my linux box
if you can't reproduce it.)
