The file I was trying to download was
C3100_791_EN.dmg, s a 1119.85 mb file. The .dmg appeared instantly and was not usable. On some of my trials, a second icon also appeared, named "dmg part". This icon indicated Xcel as its creator.
The file in question downloaded satisfactorily using Safari.

Download failure.
Considering the size of the file, it is reasonable to assume it wasn't downloaded fully immediately when you tried to use it. Did you look in the Download Manager window to see if the download was completed?
As long as a .part file is present, it means that the file is only partially downloaded. The dmg file you saw was the file that was still being downloaded.
