373327 - Toggling display of tfoot makes height of table larger

This is a follow-up from bug 371925 (the testcase is from that bug).
When 2 times clicking the "show" button in that testcase, the resulting table should look similar as to before clicking on that button, that is not happening in current trunk builds.
This regressed between 2006-12-07 and 2006-12-08, so a regression from the reflow branch landing.

We have some code for this but I guess it got somehow disabled by the reflow branch landing.

and just for the record the code has a pct on table in quirks mode ===> pct height observer stuff. (this is a comparative (steigerungsform) to "SEP")

WFM here too on a current trunk build on XPSP2 on a trunk build from 06/26 on Ubuntu.  Marking WORKSFORME.
