python is required on trunk, but cerberus-vm doesn't have it yet.

We should replace cerberus-vm with a new Win32 VM.

We haven't been able to test trunk builds for Windows for months. As a localiser, I'd like this bug get fixed sooner than planned date.

I'll be throwing a version of python on this VM to get this unblocked. We'll still be moving this to a new VM eventually/soon, but that's a separate issue.

Installing python pulled in a new version of make. I've restored the original make version (3.80). I hate cygwin.

Shameless plug, bug 378718 is about tb trunk l10n burning due to pango requirements.
