Hang/crash when loading Khmer language edition of Wikipedia.

STEPS TO REPRODUCE
1. load http://km.wikipedia.org/wiki/

ACTUAL RESULT
Firefox consumes 100% CPU while eating away all available memory.
The process was eventually killed by the Linux kernel OOM killer
at which point it used 3.8GB of memory.

EXPECTED RESULT
Display the page.

PLATFORMS AND BUILDS TESTED
Bug occurs in Firefox nightly build 20070321 on Linux.

FWIW, interrupting the process in a debugger every now and then seems to
indicate that we spend most time in gfx/thebes/src/gfxPangoFonts.cpp.
FontSelector::InitSegments came up a lot.

I tried to reproduce something similar (on Windows) in bug 375005 and couldn't.

Another one that consumes 100% CPU while eating away all available memory:
1. load http://mozilla.org.il/
2. Select Japanese(Shift_JIS) in the View->Character Encoding menu
