I know you closed Bug 375022 (If you click "No" to password saving prompt enough times, Password Manager should eventually turn off) but this request is different:
The Password Manager should keep track of the number of times you click each
button: "Yes", "No", and "Never for this site". If, 9 times out of 10, you
choose "No" or "Never for this site" or click the Close box, then the Password Manager should offer a fourth button from now on: "No and never ask me again." If you click it, the "tools > options > security > save passwords" option should be automatically turned off.

Hm, that would mean that I lose all my 50 passwords when I don't want the password manager to remember certain passwords (and don't want the login addresses in the "Don't Remember Passwords" window either)?

Two changes to my request:
* Instead of "Do not ask me again", please use the words "Never for Any Site."
* Also, when you click "Never for Any Site", the infobar should appear, telling you that Firefox will retain all N stored passwords (where N is a number) but will never offer to save any new passwords.

Ria, you would never lose any stored passwords. The Password Manager would show four buttons:
-- Confirm -------------------------------------------------------------------
Do you want Firefox to remember your password?
[ &Remember ] [ Ne&ver for This Site ] [ Never for &Any Site ] [ &Not Now ]
------------------------------------------------------------------------------
* If you click the fourth "Never for Any Site" button, Firefox would stop prompting to save new passwords. It would also stop auto-filling saved passwords at sites you visit. But you would not lose any saved passwords.
* If you click a different button, Firefox would keep on working as usual. You would not lose any saved passwords.

I'm going to WONTFIX this for reasons similar to 375022. Having UI suddenly appear (or not) based on how many times you've clicked no is confusing, and is going to seem like random behavior. I don't see any clever way around that.
I think a better solution is to change how the login manager does its prompting, so that the "do you want to save this login?" is an unobtrusive notification that can just be ignored. This is already being looked at for FF3.
