Since scrollbars switched to themed, the window scrollbar in a background window (or a window in a background app) still appears active. STR: 1. Open a page that requires a vertical scrollbar (say, the Enter bug page) 2. Open a second (foreground) window 2a. Observe the page's scrollbar is still blue 3. Put your app in the background 3a. Observe the first page's scrollbar is *still* blue
