Panels in Sidebar open without closing earlier opened panel

I see this on linux build (2000050109)
Install and launch the browser
Click on 'cnn.com' panel in Sidebar
Observe the contents load up
Now, click on 'What's Related' tab in Sidebar
Observe that the 'cnn.com' panel contents do not disappear and the 'What's
Related' contents show up below it. This continues until all panels load in the
Sidebar in small frames.
Expected: Only the selected panel's contents should appear in Sidebar.

Panels no longer hide with the "visibility: collapsed" style.
Passing to evaugan.

I found another bug eric has on this, so I will take this back.

You know, I sort of like this behavior. If you told me, "it's not a bug, it's a
feature," I wouldn't mind. The only problem is that I can't close a sidebar panel.

suggest bumping OS to 'All'.. I'm seeing this on Win32 and Linux build 2000050215.
