Requiring a user to create an account (setting up a password, etc) should not be neccesary to add a CC on a bug.

Reproducible: Always

Steps to Reproduce:
1. Go to some random bugzilla (eg http://www.sudo.ws/bugs/)
2. Try to CC yourself to a bug
3.
Actual Results:  
It requires you to create a login and choose a password.

Expected Results:  
If you are not logged in, Bugzilla would spawn a "did you really want to be CC'ed on this bug?" email (with IP addr, timestamp etc (much like a new account request)). Hit a confirmation page and you are now CC'ed on that bug, without having to create an account, etc.
