Many users search for a way to avoid annoying (JavaScript) pop up also when they are legitimate. The solution is to set this value to 0 instead of default 2. This force all new windows opened by JavaScript into tabs. The problems is that only advanced user know how to obtain this result. Adding the ability to change it from Tools - Options will spread this useful feature. As an addition: Right click - "Force this JavaScript link in a new tab/Open this tab in the original window" is an idea to easily do/undo this task if one doesn't want change the default but only occasionally use the 0 value.
