If I have a mozilla profile without any Mail Account yet, and start the 
addressbook, I'm presented with the Account Wizard the wants me to setup a mail 
account.
Why is that?
Since the addressbook doesn't require anything from a mail account I shouldn't 
be presented with this dialog in the addressbook.

Expected:
Account Wizard only shows when selecting Mail or News.
If the user choose "New Msg" from the Address Book, we'd need to have the 
Account Wizard come up.

Probably slightly more valid for SeaMonkey rather than Thunderbird these days, other than that, anyone is welcome to try and fix it.
