379265 - XULRunner Restart Command Line Help Shown on First install/component registration

Using the 1.8.1.x XULRunner builds on vista causes the following message to show up the first time restart after a new profile or registering components causing the following screen to show up on vista:

Reproducible: Always

Steps to Reproduce:
1. Install any xulrunner app 1.8.1.x (tested with .3 & .4) on Vista
2. Make sure there is new profile or update the Version and BuildId in application.ini
3. That's it, subsequent start ups work fine
Actual Results:  
Dialog window shows up after the app restart of first run.

Expected Results:  
No dialog window, just startup as usual.

Newer build of the xulrunner app will be posted so, just in case you can't repro with this build.

How are you launching the app (using the stub, or running xulrunner.exe directly)?

stub, made sure pathing was correct from installer too.  it happens right after the restart (monitored the task manager to see this).
