According the to 4/27/00 revision of the mail preferences spec, most of the
panels' titles need to be changed and panel descriptions added.

Please:
1.  Change the various mailnews pref dialog panel names to match the spec
2.  Check panel name revisions appear in two places:
        a.  pref dialog's category list
        b.  when selected, each panel's name appears correctly in the title bar
            of the displayed panel
3.  Add panel descriptions which should appear right justified in respective
panel's title bar.

Should be: Mail and Newsgroups
   - Message Display
   - Message Composition
   - Send Format
   - Address Books

Need to have consistency between the name of the pane in the left pane and the 
name displayed at the top of the pane. (P3)

"Disk Space" is no longer valid and should be removed (P1)

removing disk space.
