env: FF3 nightly build 05/02/2007, JAWS release 8.0

Problem: Cannot traverse through the ARIA top level menu bar with JAWS.

Steps to recreate:
    1. Start JAWS screen reader and FF3
    2.  Load http://www.mozilla.org/access/dhtml/spreadsheet
    3.  Press ctrl-alt-m to set focus to the menu, you will notice that you cannot use left and right arrow to traverse through the top level menus, It should allow you to arrow through the items, but not tab through the items.
I looked at this and we're no longer firing the correctly nested menustart/menupopupstart and menupopupend/menuend events for the ARIA menubar.

This is not a regression, the menu events are fine, and it's a bug in JAWS not in Firefox.
