Add-on updates, as viewed through the extension manager, should include release notes that can be toggled on/off (view/hide) before proceeding with the update.

Steps to Reproduce:
1. Click Tools -> Add-ons
2. Click Find Updates
Actual Results:  
Not currently implimented

Expected Results:  
On the update summary page, each item should have a Release Notes field that summarizes what changed since the last update.
