This patch adds a basic command-line debug client to Buildbot. It adds the command 'buildbot debugcmd'. Right now, "reload" and "pokeirc" are implemented.

Rob pointed out that we're actually not running a Buildmaster on Windows and don't need this. Cancelling review, marking INVALID
