Similar to bug 382142, we have padding between the edge of the textarea frame and the content/scrollbar. Unlike in that bug, the padding is applied on all four sides here. I'm not sure when this regressed for sure; I noticed it in my sweep through form control testcases the other day. We didn't have the padding exactly right in Camino (see bug 298111 comment 9 point 2), but we didn't have these ugly gaps.

For some reason, I seem never to have uploaded the testcase I made for the screenshot :(
Not sure if it's the same issue, but when adding a 'padding' of 'x' to a textarea the scrollbars appear separated from the borders (by 'x') just as the a content (which ends up just right by the scrollbar, with no separation between them) I'll try to add a screen-shot.
Fixed by my patch in bug 394127.
