0. (Set the default mail handling to another app. than SM/sr: you can use one of them before testing the other.)
1. Start SeaMonkey browser.
2. Ctrl+M to open email Compose.
2r. Get the "Do you want to use XyZ as the default mail application ?" prompt.
3. Answer the prompt: yes or no.
3r. Keyboard focus and cursor is in the body area. Even if the cursor may still be blinking in the To: field too.

I did not narrow the timeframe,
but this looks very much like a bug 326273 regression.

a) I don't see dialog "Do you want ..."  in step 2r
b) I think the core of this report is that 2 carets are flashing. 
b1) I do not see that with server installation of official en-US SeaMonkey 2.49a1
   (NT 6.1; Win64; x64; rv:52.0) Gecko/20100101 Firefox/52.0 
   Build 20161107002359  (Default Classic Theme) on German WIN7 64bit 

I would trust a "WORKSFORME" some more if I would have observed this with an earlier version, but I can't remember. I will not test "SeaMonkey/1.1.2"

I think we can change to WFM if also Tony can't see the problem

I don't know, I'm not using SeaMonkey MailNews anymore because after my latest disk crash I didn't succeed to configure my POP servers.
