Steps:
1. Install Fx 2003, ja-jp-mac (or Windows version)
2. Check for updates and continue
3. Click on the Details link in the update download progress window

Expected: 2004 release notes

Actual: You will see a broken page with this error:
"Fatal error: Call to undefined function preg_match() in /usr/local/www/mozilla/data/error/404.php on line 24"
