Lists should scroll so that whole lines are in view, but currently they scroll
to pixel precision. This especially applies to the up and down arrows which
should scroll a line at a time.

This applies to native and gfx scrollbars. For some reason Mozilla has switched
from gfx to native in the same session :-)

rods, if you don't mind, i'm gonna resolve as REMIND  and put on the helpwanted 
radar.  I realize this isn't a _huge_ deal, but it should be considered: it is 
pretty weird, at least on win32, to scroll by pixels instead of lines.

Blake: Please read bug 35839 "REMIND and LATER considered harmful" and maybe
also bug 13534.
Andreas, thanks for the pointer, but rods had already resolved it as LATER 
(something the article also pushes to remove).  I just changed that to REMIND 
(an equivalent malevolence in the eyes of those bug reports)

The article points out that some bugs marked LATER and REMIND won't show up on 
engineer's "to do" list before the product's released.  In this bug's case, 
that's fine, since it seems to be of so little importance that it wouldn't be 
bad if it didn't make it into the final release.
