I'm currently using version 2.23.3+ of buzilla and I want to upgrade to the latest version, which is version 3.0. Doing the installation it tells me that I need to install some ppm modules.

COMMANDS:

    ppm install Email-Send
    ppm install Email-MIME-Modifier

The modules cannot be found and installed.

Reproducible: Always

Steps to Reproduce:
0. Logged in as adminitrator
1. checksetup.pl tells me it needs some ppm modules
2. ppm repo add theory58S http://theoryx5.uwinnipeg.ca/ppms 
3. ppm repo up theory58S

C:\bugzilla>ppm repo
Repositories:
[1] theory58S

4. ppm install Email-Send
Actual Results:  
C:\bugzilla>ppm install Email-Send
Error: Failed to download URL http://theoryx5.uwinnipeg.ca/ppms/Return-Value.ppd
: 404 Not Found

Expected Results:  
The module should be installed.

The same result happens when I'm trying to install the other module.

C:\bugzilla>ppm install Email-MIME-Modifier
Error: Failed to download URL http://theoryx5.uwinnipeg.ca/ppms/Email-MessageID.
ppd: 404 Not Found

You deleted the ActiveState repo for some reason, so your commands won't work. This is a support question, and here's how to get support:

I found the following, but the Email-Send is older version (vers. 2.05) and bugzilla requires vers. 2.16. From which repo can I get that version? 

ppm repo add activestate http://ppm4.activestate.com/MSWin32-x86/5.8/820/
ppm install Email-Send

The Email-MIME-Modifier seems to be fine from the repo below.

ppm repo add tcool http://ppm.tcool.org/archives/
ppm install Email-MIME-Modifier

This is a SUPPORT QUESTION. Ask it on the support list. It works just fine for me.
