As Seamonkey dev team isn't linked to Mozilla Firefox organisation and isn't involved in the copyright dispute between mozilla.org and Debian, wouldn't it be possible for Seamonkey completely free as IceApe ?

It's possible, but Bugzilla isn't the place to discuss this. I would suggest the newsgroups.
