this interface (and corresponding nsCookieService refactoring) was done to provide dom cookie support (i.e. allowing xul to set cookies). however, only the cookie backend changes were landed before dom storage came along, and the work was obsoleted. in particular, see:

i don't see any use for this stuff otherwise, and it's cluttering things, so i'd like to back it out.

all code movement, no functional changes whatsoever. i'll remove nsICookieServiceInternal.idl when this goes in.
