I hope you'll agree that the solution we're using for Firefox 3 (make the tooltip large enough to contain the text) is better than the solution you proposed (scrolling or marquee-like tooltips). So this is either WONTFIX or a dup of bug 218223.
Btw, it's the TITLE attribute that appears in tooltips, not the ALT attribute.
