I'm tired of typing layoutdebug when I really meant layout-debug and not getting an error until entering extensions/ (and getting a hard-to-understand error message, too).
This is tested in that a configure created from it works; I had trouble getting autoconf213 to work with sub-invokes in NSPR, so I didn't do a full build with it.
