386455 - Shorten toolbar labels where possible

There was a request on feedback to shorten the toolbar labels, specifically "Manage Bookmarks" -> "Bookmarks", which I think is reasonable to consider (and which would as a side effect remove the odd behavior I just noticed that toggling it shifts the toolbar items around since it changes the width). Another suggestion was removing the "Text" from Smaller/Larger Text; I'm less convinced that's a good idea.

I think we did a pass of trying to keep this somewhat short, but it couldn't hurt to go over them all again while discussing those specific suggestions.

My gut reaction is that this is like going from descriptive button labels back to the dark-ages-of-Windows "Yes"/"No" labelling.  Verbs are good ;)

I still think we should do "Bookmarks" instead of a changing label; having the icons jump around feels wrong. Picking some apps at random, toggles seem to generally be nouns rather than changing verbs. Changing the labels to have more similar lengths is an English-centric solution, so I don't think we should go that route.

The bottom line is that we have on one hand a slight loss in clarity, and on the other hand *moving buttons* and a significant loss of real-estate. It's pretty clear to me which I would rather have if I used labels.

Nothing else seemed like it should be shortened from looking over the rest of the buttons; "Text" clearly needs to stay in the post-zoom world.
