The ARIA states busy and haspopup should be "universal".
That means, they can apply to any element.
For haspopup there is no ATK state so we need to use an object attribute.

Support a couple more universal states, and only calculate haspopup object attribute for ATK, to avoid extra GetFinalState() for MSAA
