38728 - Empty Bookmarks folder offers expansion

Empty folders should not offer to be expanded in the Bookmark Menu (offers
submenu), in the Personal Toolbar Menu (offers submenu), and in the sidebar
(triangle widget).

Shouldn't be too difficult to fix :-).

I knew this would happen. I think we just fixed a host of bugs that dealt with the way empty folders were treated. We basically 
added icons and widgetry. That was mostly because it was very difficult to tell empty folders apart from simple bookmarks. That 
problem may now be moot.

For my .02¢ I think triangle widgets for empty directories/folders is consistent throughout the app. I would however like to see a 
submenu that reads <empty> for bookmark folders in XPMenus that are indeed empty.

I think that this bug should now be closed. If the decision has been made about 
the UI then this is not a bug.
