After selecting 'English' from the google language pull-down menu, the border of
the menu is still left on screen.

Reproducible: Always
Steps to Reproduce:
1. Launch mozilla with ./run-mozilla.sh
2. Enter 'www.google.com' into URL text field. Press return.
3. Click in Language pull-down menu, select English, click again.
4. See attached screen shot.

This bug is not a duplicate of bug 9809.  It has nothing to do with the
'outline' property.  Please be more careful when marking and verifying bugs as
duplicate.  It is a duplicate of bug 39992.
