Windows doesn't have east/north resize cursors, so it uses the east-west and north-south cursors instead. This wrong setting hurts GNOME, that does have separate cursors for east-west etc, and displays the wrong cursors. For reference, see bug 319043 (seamonkey) and bug 307969 (pinstripe). To test, a vertical splitter is available in the bookmarks sidebar. a horizontal splitter is available in the media tab of "Page Info".
