The tab drag and drop indicator is not shown the first time I drag a tab to reorder tabs when multiple tabs are open.  The second time I drag a tab, it's shown.

Note that the mouse cursor correctly changes to the arrow + halftone-rectangle. I'm not talking about the mouse cursor; I'm talking about the arrow that overlays the tab bar to mark the insertion point for the dropped tab.
