As a general UI principle, major destructive actions should be confirmed by the requestor before being executed.  This isn't the case with "Remove All Cookies" in the Tools->Options UI (as I discovered during a cookie cleanup exercise when I accidentally let my mouse slide a bit to the right before clicking).
