390534 - tinderbox should only show checkins between mindate & maxdate

When you bring up the waterfall page with a maxdate that's less than nowdate (current time) and there are checkins after maxdate, those checkins show up in the top row of the guilty column.  That seems broken.  If you're looking at page, ideally, you'd only want to see the data that's relevant for that time period, not previous or past time periods.

This is basically reversing slamm's checkin at http://bonsai.mozilla.org/cvsview2.cgi?diff_mode=context&whitespace_mode=show&root=/cvsroot&subdir=mozilla/webtools/tinderbox&command=DIFF_FRAMESET&file=tbglobals.pl&rev2=1.14&rev1=1.13
